Capcom has never disclosed a development budget. Unit sales come from Capcom's official Platinum Titles investor page and cover the original 2008 release only — the 2015 Special Edition is tracked separately at 3.80 million units. Estimated gross ~$120M (3.0M units x ~$40 blended price; the 2008 console MSRP was $59.99 and the title has been discounted and bundled for well over a decade since); excludes discounts, refunds, regional pricing and the ~30% platform cut — not an official figure.
